Purpose
Demonstrate in the region surrounding Coimbra Portugal, that local art institutions and artist could  sustain the ability of citizens to cooperatively influence local governance as well as the strategic development process of cities.
Design Challenges
How to bring together and inspire local artist and art institutions to create a public process where it is often felt that  it is- difficult to identify / reach target audiences, there is public passivity, lack of cooperation between cultural operators and a limited diversity in cultural offerings.
Results
Create a multi-day interactive workshop in which participants from 9 participating towns would design a question campaign to use in their location that would address the particular issue of public involvement in their community.
